Can’t sign up to the xbox app on PC

I maintain getting this error each time i attempt to sign up to the xbox app. It began occurring after i re put in home windows on my laptop. My web works positive, my Xbox connects, my cellphone connects, and that i can sign up on the xbox web site. My ports appear positive. Any thought on why this retains occurring?
