Fast query about Xbox reside gold card

I'm trying on-line at xbox reside playing cards and I see this:

Now, I haven't been on reside in like 10 years however did they modify xbox reside to the place sure gold "time" can't be used with a brand new account and sure playing cards can? Once I performed again within the day, it was only a code and you can use it with zero restrictions, so what is that this "for present customers" or "for brand new account" specs? Are there totally different playing cards and I would like to purchase the best one? Thanks.
