What is that this white stuff underneath m Xbox motherboard?

I discovered this on a defective Xbox I purchased on eBay that doesn’t energy on.When i attempt to clear it off with IPA it all the time comes again. Additionally they appears to be on the opposite facet of the place all of the capacitors are positioned. Would this be the rationale it doesn’t energy on? If you happen to guys dont know why that is I might nonetheless love some causes the xbox won’t be turning on. Thanks!
